It appears to have been there since the late 1980s/early 1990s. The funny part is that the clothes in this photo have come full circle and I now see "trendy" people wearing outfits just like the one the woman is wearing.

It's because kids who grew up in the 90s are now old enough to decide their own clothing without needing to get other people's approval, so, fuckit. High top haircuts, navajo parkas, striped sweatervests and casual slacks.
